I have the honour to acknowledge the receipt of
Your Latter marked Confident ial of the 6th of September 110.31049/1905 enclosing for our observations copies of two
despatches from the Governor of Hong Kong as to the use
which we make of certain foreign banks in connection with
our drafts on the Colony.

In reply I beg to say that we think the Governor
is under a misapprehension in the remarks which he has made
on the subject.
The Hong Kong and Shanghai Bank and the
Chartered Bank of India have always had the opportunity of
taking up the whole of our draïts provided that they were
prepared to give a better price for them than the Foreign
Banks. In the case also of the quotations being equal it
has been the practice of our Brokers, as will be seen from
the report from them, of which a copy is enclosed herewith,
to give to the English Banks the larger portion of the amounts
offered for sale provided that they were willing to take
the amounts offered.
3. The question raised by Sir M. Hathen is not hov-
ever one of detail but of principle viz whether the drafts
of the Colonial government are to be sold on business or
